Constitution of The Kingdom Of Prosperia

Preamble

On Wednesday, November 5th, 2025, the Imperial Federation lawfully granted to King Halo the territory formerly known as Hydris, entrusting it to his stewardship for the purposes of reconstruction, governance, and the establishment of a stable and prosperous society. In recognition of this grant, King Halo, together with Grand Prince Zach, hereby constitutes and proclaims the Kingdom of Prosperia under the authority and framework outlined in this Constitution.

This Constitution is established to secure the defense of life, liberty, and justly acquired property; to promote public order, civic stability, and lawful governance; and to provide a durable foundation for a prosperous, orderly, and enduring polity within the Imperial Federation.


I. Hierarchy of the State

A. The Royal Family

The Royal Family shall consist of the King, the Queen (if appointed), and any Princes or Princesses appointed by the King.

Itz_Halos_YT shall serve as King for as long as he wishes and shall retain the authority to transfer the Crown to any individual of his choosing.

All royal titles exist solely at the pleasure of the King. The King may grant, alter, suspend, or revoke any royal title at any time.

The Royal Family shall have the authority to:

Amendments to this Constitution may be made only through the unanimous consent of all members of the Royal Family.

B. Grand Prince / Grand Princess

The King holds exclusive authority to appoint a Grand Prince or Grand Princess.

This title designates both:

  1. The second-in-command of the Kingdom
  2. The heir presumptive to the Crown

Princes and Princesses may exercise authority only as delegated by the King, in accordance with their rank and responsibilities.

Any decision made by a member of the Royal Family may be overturned by:

C. Order of Succession

Unless otherwise specified by the King, the order of succession shall follow the chronological order in which individuals are adopted, appointed, or elevated into the Royal Family.

The King may, at any time, designate a new heir who shall supersede all others in the order of succession, except where superseded by a sitting Grand Prince or Grand Princess.

The Grand Prince or Grand Princess shall be recognized as the heir presumptive unless explicitly displaced by the King.

Any member of the Royal Family may temporarily or permanently relinquish their authority.


II. Departments and Offices of the Crown

The King, or the Royal Family acting with his authority, may establish, dissolve, or reorganize departments, offices, or ministries as deemed necessary for the governance and prosperity of the Kingdom.

Such departments exist at the pleasure of the Crown and exercise only those powers delegated to them.

The King or Royal Family may appoint and remove department heads at will and may redefine their responsibilities or scope of authority at any time.


The laws of the Imperial Federation shall apply within Prosperia and shall take precedence over all local law. Local law shall be enacted, interpreted, and enforced in a manner consistent with Imperial law and obligations.

Legislative authority within Prosperia is exercised jointly by the Crown and the citizenry. Any individual may propose legislation in the legislation forum. A proposal shall be enacted upon receiving approval by either:

unless such proposal is withheld, returned for revision, or delayed by the Crown for reasons of legality, constitutional consistency, or public order.

The Kingdom affirms the supremacy of natural and enduring law. All individuals are recognized as possessing inherent rights to life, liberty, and justly acquired private property, insofar as the exercise of such rights does not infringe upon the rights of others or place the individual outside the protection of the law.

No law shall establish, mandate, or prohibit adherence to any religion, belief system, or cult, whether in real life or in-game, provided such belief does not compel unwilling participants or deliberately blaspheme real-life religious figures.

Freedom of expression shall be recognized and protected. Such freedom may be subject only to reasonable limitations necessary to preserve public order, the administration of justice, and the rights of others.

All persons shall be secure in their persons and property. Pearling, detention, or entry onto private property shall require a warrant issued by the Crown or an authorized council body. Such warrants must be supported by cause and shall specify the persons and property concerned.

The accused shall have the right to a timely and fair trial conducted in accordance with established procedure.

Punishments shall be proportionate to the offense committed. Excessive bail, and cruel or unusual punishments, are prohibited.


IV. Outlaws and Land Bans

An individual who persistently refuses to respect the rights of others, or who repeatedly and willfully violates the laws and social order of Prosperia, may be declared an outlaw. Outlaws are explicitly not recognized by the state as possessing rights, and therefore forfeit all legal protections ordinarily afforded under this Constitution. The authority to declare an individual an outlaw rests solely with the Royal Family.

Outlaw status is intended as a measure of last resort, applied only where lesser remedies have failed or are deemed insufficient to preserve public order and safety.

Prosperia shall operate under an open-borders policy by default. All individuals are welcome to visit and travel within Prosperia except those who have been lawfully land-banned or declared outlaws.

Restrictions on the movement of Imperial Federation citizens within Prosperia shall be presumed unconstitutional in most circumstances, except where such restrictions are narrowly tailored, justified by clear cause, and necessary to address immediate threats to public safety or social order.

The Royal Family may remove, exclude, or physically expel, to the extent deemed necessary, any individual who disrupts the social order of Prosperia. Continued noncompliance may result in land-banning, declaration of outlaw status, and, where warranted, eventual pearling.


V. Citizenship

The Kingdom of Prosperia recognizes a three-tier system of civic status.

A. Visitor

A visitor is any individual who interacts with Prosperia in any capacity. Visitors are entitled to freedom from aggression and reasonable personal safety while within Prosperia. Visitors may not construct permanent buildings or infrastructure without first being granted residency.

B. Residency

Residency is granted to individuals who maintain a home, workplace, or ongoing commercial presence within Prosperia. Residents may construct buildings and conduct business, subject to local law and oversight by the Crown.

C. Citizen

Citizenship constitutes formal political association with the Kingdom. Citizens enjoy all rights of visitors and residents, and additionally:

Citizens who are deemed inactive retain all civil protections and personal rights, but may temporarily lose the ability to propose legislation or vote until they return to active status.

D. Imperial Federation Requirements

In accordance with the Constitution of the Imperial Federation:

An Imperial Citizen is an individual who has been officially granted Imperial Citizenship by legal means, thereby acquiring the full rights established by the Constitution.

Imperial Citizens may be citizens of multiple states, but for the purposes of determining Senators, citizens must declare a primary residence.

Imperial Citizens may be citizens of foreign nations without penalty, provided they remain active within the Empire.

Imperial Citizenship is a prerequisite for all forms of local citizenship within the Empire.

An Imperial Resident is any individual who has a legal domicile within the Empire but has not been granted Imperial Citizenship.

Accordingly, all citizens of Prosperia must be registered citizens of the Imperial Federation.

Citizens are encouraged to select a primary Imperial state. This does not imply that the chosen state is their primary nation on CivMC.

E. Era

The title of Era is granted to OldEraStory.

This role carries no formal authority and exists primarily for ceremonial purposes.


VI. Judicial Authority and Enforcement

Judicial authority within Prosperia shall be exercised by courts, magistrates, or officers appointed by the Crown.

Such judicial bodies exist by delegation of the Crown and shall exercise only those powers granted to them. The Crown may establish procedures, appoint or remove judicial officers, and dissolve or reorganize courts as it deems necessary.

All judicial proceedings shall be conducted in accordance with this Constitution and applicable Imperial Federation law. Final appellate authority shall rest with the Crown, except where superseded by Imperial Federation jurisdiction.


VII. Property, Land, and Abandonment

The Kingdom recognizes the right to justly acquired private property, subject to recognition and regulation under Prosperia law and Imperial Federation obligations.

Possession of land or structures does not alone constitute perpetual ownership. The Crown retains authority to determine the legal recognition of property claims, including disputes arising from abandonment, prolonged inactivity, or forfeiture.

Property that is abandoned, left inactive for an extended period, or otherwise deemed unused may be reclaimed, reassigned, or repurposed by the Crown where necessary to promote public order, development, or the general welfare of the Kingdom.


VIII. Foreign Relations and Treaties

The conduct of diplomacy, foreign relations, and treaty-making authority on behalf of Prosperia rests with the Crown.

No treaty, alliance, or foreign agreement may contravene the Constitution or laws of the Imperial Federation.

Foreign agreements shall not supersede this Constitution unless explicitly ratified in accordance with its amendment procedures.


IX. Non-Exhaustion of Powers

The enumeration of powers, authorities, or rights within this Constitution shall not be construed to deny or limit other powers inherent to the Crown or the Kingdom.

Any authority not expressly limited by this Constitution or by Imperial Federation law shall be presumed to reside with the Crown.


X. Out-of-Game Resources

Prosperia shall use Discord to organize citizens and distribute information related to governance and public life.

All official copies of this Constitution must be hosted, owned, or otherwise maintained under the control of a member of the Royal Family, or by an entity explicitly authorized by the Crown.

The Prosperia Constitution shall be hosted on Discord and may additionally be hosted on platforms such as Codeberg for public access, provided ownership or administrative control remains with the Royal Family or its designees.

Use of external services subjects all participants to the rules and terms of those service providers.


VII. Interpretation and Definitions

For the purposes of this Constitution, the following principles shall apply:


VIII. Emergency Powers

In times of war, existential threat, severe civil disorder, or extraordinary emergency, the Crown may temporarily suspend or modify procedural requirements established by this Constitution where strictly necessary to preserve public safety, territorial integrity, or the continued functioning of the Kingdom.

Such emergency measures shall be limited in scope and duration to what is reasonably required by the circumstances and shall not permanently alter the constitutional order unless ratified in accordance with the amendment process.


IX. Ratification and Continuity

Upon formal ratification, this Constitution shall become the supreme governing document of Prosperia, subject only to the Constitution and laws of the Imperial Federation.

All lawful acts, offices, titles, and obligations existing prior to ratification shall remain valid and in force unless explicitly altered or repealed under this Constitution.

The Crown shall determine the method and moment of ratification and shall publicly declare when this Constitution enters full legal force.
